In fact, the Ministry of Tourism has given the green light to the Accommodation Facilities Database (BDSR) and the CIN, completing the provisions on the obligation to equip apartments with safety devices such as combustible gas detectors and fire extinguishers.
What are the Accommodation Facilities Database and the CIN
Among the provisions contained in law no.191 of December 2023, to make the new obligations effective, there was the establishment of a database and the launch of an online portal that would allow owners and managers to obtain the CIN, the National Identification Code.
If the database mainly has a statistical purpose and market monitoring and knowledge, the online portal is the heart of the measure, because it allows you to obtain the code to comply with the regulations. A system that promises to revolutionize the short-term rental sector in Italy.
But what does it mean concretely?
The National Identification Code (CIN): the new "identity card" for properties
The CIN is the unique code that every property intended for short-term rentals or tourist rentals must have. It is not just a number, but the key to operating in compliance with the short-term rental market.
The CIN must be displayed outside the property and must always be included in advertising, both offline and online, even when published through platforms like Airbnb or Booking.
Who needs to request the code?
Anyone who owns or manages accommodation facilities (hotels or non-hotels) or real estate units (apartments, houses) intended for tourist and short-term rentals must request the CIN.
This code will therefore be the pass for a transparent activity that complies with the new regulations.
Safety: not an option, but a necessity (and now an obligation)
We have talked many times on this blog about the importance of safety devices. Now, however, it is a legal requirement, at least for properties intended to accommodate tourists. For their safety (and the peace of mind of the owners), the apartment must be equipped with:
- combustible gas detectors
- carbon monoxide detectors
- standard portable fire extinguishers
These must be located in accessible and visible positions (e.g., near entrances and close to high-risk areas). One should be installed every 200 square meters or fraction thereof, with a minimum of one extinguisher per floor.
